Frankston City Council
Frankston City Council has a 20-year plan to develop the potential of six key precincts in Frankston. However, with broad economic shifts, the Council wanted to revise its plan to better meet community needs.
The Frankston Metropolitan Activity Centre Structure Plan (FMAC) was first adopted in 2015. The FMAC Structure Plan aims to build and strengthen Frankston's economy, infrastructure and services in key city areas. Since the plan was adopted, there have been significant global and local impacts, such as COVID-19. With these shifts in mind, Council wanted to ensure that the Structure Plan would still meet the local community's needs.
SGS Economics and Planning updated the Economic Assessment and Land Use Capacity study to assist with this, contributing to the evidence required for the FMAC Structure Plan. Our work considered the broader economic shifts and updated the foundational data to support a revised FMAC Structure Plan. We developed our assessment alongside teams focused on town planning, urban design, and traffic and movement. We took this approach to build a comprehensive, integrated, robust evidence base for the updated FMAC Structure Plan.
