Mornington Peninsula Shire Council recently adopted the Community Facilities and Infrastructure Strategy, which provides a framework to create, support and maintain a network of community facilities that effectively and equitably meet the needs of the Mornington Peninsula community.

As part of this work, SGS was engaged to explore alternative delivery and management models for community facilities that are more sustainable, flexible and responsive to change.

Across local government, the way community facilities are planned, delivered and managed is changing. Ageing assets, rising costs, shifting community expectations, and changing population patterns are placing pressure on traditional models, particularly standalone, single-use facilities, which can be expensive to maintain and may be underutilised.

SGS worked closely with Council and stakeholders to develop a research paper on community facility delivery and management models, focusing on identifying practical approaches that balance cost, access and long-term value. This included consideration of approaches that support more flexible and multi-use facilities, respond to financial and asset management pressures, and improve equity of access across the community.
