Wellington City Council proposed new statutory planning measures to support the delivery of assisted housing.

We completed a peer review of the draft Assisted Housing chapter for Council’s District Plan, including the analysis and evaluation report on strategic justification that informed it. The review found the chapter was practical and workable and made recommendations on communicating the rationale and planned approach with stakeholders to support implementation.

The draft introduced two mechanisms:

1. Mandatory contributions:

  • 10% of any additional residential and non-residential floorspace as assisted housing
  • a cash contribution of $120 per square metre for any additional residential and non-residential floorspace.

2. Incentives for additional building height in exchange for assisted housing planning.

These measures were proposed for locations where the proposed District Plan allowed increased development capacity. The height bonus was limited to major activity centres and high-density zones.
