Program evaluation shows that the Victorian Design Review Panel fills an important role in the good design of Melbourne’s built environment.
We worked with the Office of the Victorian Government Architect to evaluate their three-year pilot program: the Victorian Design Review Panel (VDRP).
The VDRP was established to provide independent and authoritative advice to government and statutory decision-makers across Victoria on the design of significant development proposals.
We reviewed the activity of the VDRP program and tested the extent to which it:
- met its stated objectives
- was effective and efficient in its operations, and
- delivered value for money.
We collected data through a full participant survey, case studies and interviews with key program stakeholders.
Our evaluation showed that the program is effective in achieving its objectives and that it has been implemented efficiently. It was found to be a unique program in the Victorian context, and that there is a demonstrated ongoing need for the skills of the VDRP in championing design quality in the Victorian built environment.
The VDRP continues today.
