Wyndham City Council has reimagined community infrastructure delivery to meet the needs of its rapidly growing population, setting a new standard for sustainability and innovation.

SGS Economics and Planning worked closely with Council to define 14 distinct infrastructure delivery models, and 5 distinct operational models, across three categories:

  1. Traditional Community Infrastructure
  2. Interim Infrastructure
  3. Public/Private Partnerships.

The project aligns with Council’s strategic priorities, focusing on cost-effective, high-quality solutions responsive to the region’s growth. By reviewing more than a dozen case studies and lessons learned from other local governments, the team developed a detailed understanding of the strengths, weaknesses, and associated costs of each model. This enabled the creation of a decision-making framework to support Council to understand when the different delivery and operational options are appropriate and why.

Ultimately, this work will improve service delivery and strengthen partnerships across the sector. The innovative approach to community infrastructure provides a transferable model for other councils that puts diverse community needs at the forefront to ensure they’re met efficiently and sustainably.

This project was commended at the 2024 Awards for Planning Excellence by the Planning Institute of Australia under the Community Wellbeing and Diversity category.
