Wyndham City Council's Early Years Partnership Framework adapts to the evolving needs of its growing community by securing efficient and effective kindergarten services.

Since its establishment in 2020, the Early Years Partnership (EYP) Framework and its panel of providers have expanded to new sites. During this time, the cost environment has shifted, and the sector has undergone several reforms, including introducing kindergartens on school sites, extending kindergarten program hours for 4-year-olds, and launching a 3-year-old program.

As demand for kindergarten services continues to grow, it is increasingly important that the EYP Framework responds to policy and demand settings and allows services to run efficiently and effectively from the perspective of the Council, its partners, and the community.

To ensure the EYP Framework remains responsive and sustainable, Wyndham City Council engaged SGS to conduct a comprehensive review. This review assessed the Framework's strengths, weaknesses, and opportunities, providing an evidence-based foundation for long-term decision-making.

Our review, based on a comprehensive analysis of the EYP Framework’s history, membership, and sites, covers key areas, including governance processes, policies and agreements, and financials. It outlines the current approach, identifies issues, and provides recommendations under the following headings:

  • Governance processes, roles, and responsibilities
  • Policies and agreements
  • Costs and revenues

The review concludes with an implementation plan that offers a roadmap for the continued success of the Framework.
